In the ongoing saga of the Tahoe Regional Planning Agency’s regional plan update, the issues are the same according to the Sierra Club and Friends of the West Shore:
• Judge John A. Mendez made the wrong decision when he upheld the regional plan.
• The plan fails to properly analyze the impacts it will have on soil, water and air quality.
• It fails to protect the fragile environment of Lake Tahoe.
• The plan promotes more development to the area that will make the situation worse.
• The incentives to encourage “environmental redevelopment”of sensitive areas will permit more development than will ever be removed.
• TRPA abandoned its core mission to restore and protect Lake Tahoe.
TRPA defends the plan and says it will continue to implement the plan that included input from more than 5,000 citizens and is supported by many local governments and groups in the Lake Tahoe Basin. Redevelopment of sensitive areas will promote development in town centers, bring non-conforming uses, which were built prior to the original plan in 1987, into compliance and restore sensitive areas including wetlands, marshes and stream zones. There have been no changes to growth caps and urban boundary limits. No new hotels or high-rises are allowed under this plan. Also included are some of the strongest scenic protections in the nation, and it also supports greenhouse gas reductions and smart growth.
